This book seeks to discuss whether Public-Private Partnerships (PPPs) have become an effective alternative for financing infrastructure investments in Brazil. To this end, the methodology used was bibliographic and documentary research. On the one hand, infrastructure investments are of strategic importance for national development due to the positive effects they have on the economy as a whole, as well as on income inequality. On the other hand, the global context of financial crisis of the state since the late 1970s has hindered the expansion of sectoral investments in the country. Thus, the adoption of new instruments that favor the attraction of private resources to finance these investments is one of the possible alternatives, among which we seek to highlight the PPPs, strictly speaking, regulated by Federal Law No. 11,079/04.

Cet ouvrage cherche à déterminer si les partenariats public-privé (PPP) sont devenus une alternative efficace pour le financement des investissements en infrastructures au Brésil. A cette fin, la méthodologie utilisée a été la recherche bibliographique et documentaire. En général, il a été constaté que si, d'une part, les investissements dans les infrastructures revêtent une importance stratégique pour le développement national en raison des effets positifs qu'ils produisent sur l'économie dans son ensemble, ainsi que sur l'inégalité des revenus, d'autre part, le contexte global de crise financière de l'État depuis la fin des années 1970 a entravé l'expansion des investissements sectoriels dans le pays. Ainsi, l'adoption de nouveaux instruments pour attirer des ressources privées pour financer ces investissements est l'une des alternatives possibles, parmi lesquelles nous cherchons à mettre en évidence les PPP, à proprement parler, réglementés par la loi fédérale n° 11.079/04.

Questo libro si propone di discutere se i partenariati pubblico-privati (PPP) siano diventati un'alternativa efficace per il finanziamento degli investimenti infrastrutturali in Brasile. A tal fine, la metodologia utilizzata è stata la ricerca bibliografica e documentale. In generale, è emerso che, se da un lato gli investimenti in infrastrutture sono strategicamente importanti per lo sviluppo nazionale grazie agli effetti positivi che producono sull'economia nel suo complesso, nonché sulla disuguaglianza di reddito, dall'altro il contesto globale di crisi finanziaria dello Stato dalla fine degli anni '70 ha ostacolato l'espansione degli investimenti settoriali nel Paese. Pertanto, l'adozione di nuovi strumenti per attrarre risorse private per finanziare questi investimenti è una delle possibili alternative, tra le quali cerchiamo di evidenziare i PPP, in senso stretto, regolati dalla Legge Federale n. 11.079/04.

In diesem Buch soll erörtert werden, ob öffentlich-private Partnerschaften (PPP) zu einer wirksamen Alternative für die Finanzierung von Infrastrukturinvestitionen in Brasilien geworden sind. Zu diesem Zweck wurde eine bibliografische und dokumentarische Recherche durchgeführt. Generell wurde festgestellt, dass einerseits Investitionen in die Infrastruktur aufgrund ihrer positiven Auswirkungen auf die Gesamtwirtschaft und die Einkommensungleichheit von strategischer Bedeutung für die nationale Entwicklung sind, andererseits aber der globale Kontext der Finanzkrise des Staates seit Ende der 1970er Jahre die Ausweitung der sektoralen Investitionen im Land behindert hat. Daher ist die Einführung neuer Instrumente zur Gewinnung privater Ressourcen für die Finanzierung dieser Investitionen eine der möglichen Alternativen, unter denen wir die ÖPP hervorheben möchten, die streng genommen durch das Bundesgesetz Nr. 11.079/04 geregelt wird.

O presente livro buscou discutir se as Parcerias Público-Privadas (PPPs) têm se constituído como uma alternativa efetiva de financiamento de investimentos em infraestrutura no Brasil. Para tanto, foram utilizadas como metodologia as pesquisas bibliográfica e documental. Em linhas gerais, constatou-se que, se por um lado, os investimentos em infraestrutura possuem importância estratégica para o desenvolvimento nacional devido aos efeitos positivos que eles produzem na economia como um todo, bem como na desigualdade de renda, de outro, o contexto mundial de crise financeira do Estado desde os anos finais da década de 1970 tem dificultado a ampliação dos investimentos setoriais no país. Dessa forma, a adoção de novos instrumentos que favoreçam a atração de recursos privados para financiar esses investimentos constitui-se como uma das alternativas possíveis, entre as quais buscou-se destacar as PPPs, em sentido estrito, regulamentadas pela Lei Federal n° 11.079/04.
