This book presents the full text volume of the IUFRO (International Union of Forestry Research Organizations) Conference on Environmental Forest Science which was held in Kyoto, Japan on 19-23 October 1998. The conference was organized by IUFRO Division 8 Forest Environment and Kyoto University. Forests as environment for mankind as well as environment of forests per se are increasingly important in progress of current urbanization and regional development. The objective of this conference is to integrate many fields of related sciences to a new concept of environmental forest science, which will be developing and promising in the 21st Century. The book consists of sixty nine papers covering forests as environment from various aspects, forest ecosystems & biodiversity, forest hydrology, natural disasters (landslides and debris flows et al) in mountains and their reduction. The publication will be of value to foresters, ecologists, hydrologists, landslide engineers and policy makers related to environments.

Policy issues relating to forestry have been the subject of much debate in recent years, and many countries and international agencies have recently, or are currently in the process, of revising their policies for forestry. Much of this debate has implied that previous policies have failed or been much less successful than had been hoped. There is a tendency to think of policy as a matter for governments, but it is now more widely appreciated that all shareholders in the forestry sector have a legitimate interest in both the policy objectives and the means that will be used to implement it. This book is mainly concerned with the process of developing policy and the subsequent implementation, than in specific content, though many of the important issues which policies must address are discussed. It is based on a review of many case studies with which the author has been personally involved over the past 40 years.

Maintaining or increasing stand productivity is the concern of forest land managers worldwide. Consequently, there is increasing interest in understanding the impact of environmental stress on productivity and the development of management strategies that ameliorate or reduce the deleterious effects. Invited scientists gathered in Fort Collins, Colorado on July 30, 1985, to present the current state of knowledge regarding the impact of environmental stress on forest stand productivity. Particular attention was given to elucidating the mode of action by which individual stress elements reduce productivity. Environmental factors and the levels that constitute stressed (suboptimal) conditions in forest stands were identified, and the effects of stress intensity and duration on key stand parameters, including photosynthesis, respiration, assimilate partitioning, senescence and mortality, were emphasized. The role of genetics and silvicultural treatments in lessening the stress impact on stand productivity was presented, particularly in regards to alternative methods for environmental stress management. Modeling of stand dynamics in response to environmental stress was explored as an effective research and management tool. VIII Improved forest management practices will develop as we improve our understanding of the nature of important environmental stresses and as we comprehend their impact on tree and stand performance, manifested through physiological processes and genetic potential. This book is dedicated to such an understanding and comprehension.

This was happening not because foresters do not know how to manage forests in a reasonable manner, but because the public seemed to be loosing faith in the judgement of foresters as professional, responsible, wise land managers.

In revising the original text I have attempted to maintain the input of Japanese work - much of which is not widely available outside Japan - and to update both the basic information and, where necessary, the conclusions to keep them in tune with current thinking.
