When siblings, Zack and Zoe, travel the world with their Aunt Jessie, they must prove that they know the answer to her mind bending question before they depart for home. On their first adventure to Washington, DC, Zack and Zoe are desperate to visit the International Spy Museum. They must discover, "What does it mean to be an American?" before time is up, or risk missing the opportunity to be a Spy in the City. Through chance meetings, the use of techno-gear, and natural curiosity, adventure awaits around every turn as they manage to learn a thing or two about the culture and environment that they are immersed in.
