It was intended for use by OSS agents in motivating and recruiting potential foreign saboteurs. OSS operatives were permitted to circulate parts of the document as needed. It has since been declassified. This field manual explains ways civilians can inflict sabotage through ordinary means and, while doing so, minimize undue attention. The booklet contains instructions for destabilizing or reducing progress and productivity by non-violent means. According to the booklet, saboteurs were often sympathizers who were keen to disrupt the enemy's war efforts during the World War Two.
