At international level the cold war among superpowers ended in the early nineties of the twentieth-century. However, regional cold war between India and Pakistan continued throughout the nineties. In the wake of Pakistan's test firing of the Ghauri-I missile in April 1998, and with both India and Pakistan exploding nuclear devices in May 1998, the arms race in South Asia began. The costly nuclear and missile race unleashed since then has threatened regional peace and stability, and increased the risk of nuclear confrontation between India and Pakistan. It is a matter of great concern for the international community and peace researchers everywhere. This book is an outcome of a peace project that was completed with the Copenhagen Peace Research Institute under the guidance of Dr. Bjoern Moeller a renowned peace researcher.
Vinay K Malhotra, B.A (Honours), M.A (Gold Medalist), Ph.D, has been engaged in teaching and research for 23 years. He has published 12 books, 25 papers and 4 book reviews mainly in the area of international relations. He is a life member of the IAAS, IPSA, IACS, IACIS-Hyderabad, ILI-New Delhi, IIPA-New Delhi and has completed collaborative research with American, Canadian, Russian and Hungarian Professors.
He is the Professor of Political Science and International Relations at the Post-graduate Dept. of Political Science, Gandhi Memorial National College (Kurukshetra University), Ambala Cantonment - 133 001, India. The University College of the Cariboo, Kamloops, BC, Canada has given him the status of affiliate and visiting Professor. He has also worked in Budapest University of Economic Sciences, Hungary and the Copenhagen Peace Research Institute, Denmark. He has also visited Russia, Austria, France, Norway and Sweden for academic and research purposes.
