Guilt-tripping is a commonly used form of manipulation, especially when people want to make someone else feel bad. They will say things that lead the other person to feel guilty about having to refuse to do something, no matter how reasonable that refusal may have been, in an attempt to force the other person's hand. This is more or less what manipulation seeks to do-it is designed to make the other person feel guilty and less in control of the situation.
