The longer an incumbent has served, the more likely there is so much to lose. Now, we are not naive in thinking the next person would not rebuild the same type of base and reinstate questionable activities, but sometimes what constituents get is the lesser of the evil when moral compasses are not aligned to do the right thing and uphold the law.
