Spiff Tracy is a Criminologist and Magistrate living in the 22nd century and a senior director of The Dreadnought Collective. This is the sole successor to the now defunct CIA and FBI. There are not many needed like him, now that crime is in serious decline.To combat the potential sources where criminals can breed, he has been tasked by the collective with addressing the need to find employment for young adults. This sector suffers the highest risk of its occupants drifting into anti-social, disruptive ways. They face poor prospects of finding meaningful work.No one in the advanced world in which they live lacks for an extremely high level of education. Finding work is the root problem needing resolution. Spiff Tracy has been told to apply the maxim 'Idle Hands Seek Mischief' as a parallel task to crime detection, in order to counteract this potential breeding ground for crime. He must do this before the young succumb to temptation and become a plague on civilized society. This extract demonstrates how he lays the foundations for future success.Henceforth, crime prevention is of equal importance to its detection.
