It's been nine months since the government collapsed and the spring has brought new troubles. After the Department of Corrections ran out of resources, they released the last remaining inmates into the countryside. With nowhere to go and unable to travel during the Wisconsin winter, the inmates ravaged the city of Fond du Lac.
