The purpose of the overall Manual, is to establish explosives safety standards for the Department of Defense. These standards are designed to manage risks associated with DoD-titles ammunition and explosives (AE) by providing protection criteria to minimize serious injury, loss of life and damage to property. This volume provides general explosives safety information and requirements.
