The existence of minorities will grow in most countries of the world because of sociopolitical upheaval and economic crisis, both of which result in waves of migration. Contributors to this volume discuss the task of education to alleviate the problems arising from the mix of peoples of various ethnic, cultural, linguistic, and religious backgrounds. No education system alone can create a just and equal society, and education by itself is not enough to achieve peace. Nevertheless, educational efforts assisted by other institutional commitments and actions are essential in order to create an atmosphere of justice, mutual recognition, and acceptance as preconditions for peaceful coexistence within groups and between people. As a result of worldwide migration in reaction to wars and other geopolitical conflicts, as well as economic crisis, many modern nation-states consist of a mix of people of various ethnic, cultural, linguistic, and religious backgrounds. Indeed, there are very few countries that are monocultural. Here contributors discuss how it is imperative that multicultural education be promoted to achieve awareness, then tolerance, and finally acceptance of ethnic and other diversity within societies.

Abegunrin provides a significant and comprenhensive examination of Nigerian foreign policy (1966-1999) during the almost 33 years of military rule, punctuated by the four-year civilian interregnum, 1979-1983. He analyzes what led to the military rule in 1966, and the foreign policy performance of each military regime that ruled the country since 1966. He also discusses extensively the economic dimension of the nation's foreign policy. He shows that the last 15 years, the period of Generals Babangida and Abacha, were the most corrupt and brutal that Nigeria had seen since independence. The mysterious sudden death of General Sani Abacha led to the appointment of General Abubakar, who handed power over to an elected civilian government in May 1999, led by President Olusegun Obasanjo. Of particular interest to scholars, students, and other researchers involved with African politics and foreign policy and the role of the military in politial affairs.

On December 31, 1999, Boris Yeltsin stepped down as president of the Russian Federation, marking the end of an era. While scholars and observers alike continue to debate the degree to which Russia succeeded in establishing democracy or a free market economy, the enormity of the social transformation that occurred during the Yeltsin era is far less disputable. For the social stratification that emerged changed the very face of Russian society.Much criticism has been leveled at the political corruption that marred the Yeltsin era. However, the economic and political reforms enacted under Yeltsin also permitted the opening of new channels of social mobility, particularly in the larger cities. Those who benefited most from the reforms became its strongest supporters, allowing the creation of a nascent middle class. The book's focus on this socioeconomic group is unique, as most analyses of the Yeltsin era largely ignore it.

By subjecting biblical writings to a political analysis, Sicker constructs a plausible political history of the ancient Israelite states that dealt with virtually every issue faced by governments throughout subsequent history. As he makes clear, the way they dealt with those issues, successfully or otherwise, is highly instructive and relevant to today's analysis of geopolitical issues. Our knowledge of the political history of ancient Israel is almost exclusively dependent on the information that may be gleaned from biblical writings, which reflect a historiosophical perspective very different from that employed in modern historical writing. Nonetheless and despite all the problems encountered in dealing with the biblical texts, the history of the ancient Israelite states that can be derived from them has much to offer a student of politics.Instead of the critical literary analysis common to contemporary biblical studies, Sicker constructs a plausible political history of the ancient Israelite states that takes into consideration the geopolitical realities that directly conditioned much of that history as well as the religious dimensions of Israelite political culture that played a critical role in it. He demonstrates that the ancient Israelite states were confronted by virtually every political dilemma, domestic and international, encountered by states and governments throughout the subsequent history of the world. The way they dealt with the issues, successfully or otherwise, is highly instructive and relevant to the complex issues faced by states and governments today.

Whether federalism and subnational constitutions contribute to or undermine minority rights has long been a subject of controversy. Within the United States, the general view has been that federalism has been detrimental to minority rights. In contrast, other countries have seen federalism as crucial in safeguarding rights of ethnic and religious minorities. This volume provides the basis for a more nuanced assessment of the contributions of federalism and subnational constitutions to protecting minority rights by studying their impact in a variety of federal systems. This work explores both mature federal systems (Switzerland, United States) systems in transition (Belgium, Bosnia, Herzegovina), both quasifederal (Italy, Spain) and well-established systems (Germany), both systems with considerable homogeneity of population (Austria) and systems with extraordinary diversity (India). It also analyses the various constitutional arrangements that federal systems have devised for safeguarding minority rights and given them a voice in political deliberations.

Applying statistical results to real life situations can be difficult or futile if you can't be certain what the results actually mean. This reference guide provides readers with the frequently elusive link between statistical results and practical applications. Students will learn the basic concepts and principles of statistics and probability, without getting bogged down in complicated theories and abstractions. Many statistics texts rely too heavily on mathematical formulas. Kault restores the emphasis to understanding statistical results and using common sense in decision making. Everyday examples bring the concepts to life. In the entry on hypothesis testing, Kault examines how a statistical result incorrectly overruled the common sense of many doctors. A chapter on random variables shows the chance that students will carry cell phones, and a chapter on categorical measurements uses statistics to determine the efficiency of a new treatment for a serious disease. Each chapter ends with questions that will help students further understand important concepts. Useful on its own and perfect as a means of expanding classroom discussions, this book is ideal for high school students or anyone needing to review the basics of statistics.

To help global managers and international business scholars understand the multiple influences of globalization and digital technology on global financial management, Carrada-Bravo has dispensed with traditional distinctions between corporate and global finance in order to bring a much-needed coherence to the practice and study of global finance. Throughout this well-structured and highly practical volume, he emphasizes the delivery of business experiences associated with the financial interaction between entities of two or more regions of the world via the Internet or other form of electronic communication.Knowledge of global financial issues in this context will help practitioners and academics alike judge how external shocks may affect the economy of a country or the financial picture of a corporation. Moreover, a firm understanding of global finance in the digital age will provide guidance in many decision-making scenarios, from how to profit from the disturbances associated with variations in currency to how to take advantage of technological changes in global communication. The author also suggests ways to isolate institutions from the harmful effects of such external shocks. He provides extensive coverage by including the financial experiences of corporations from the Americas, Europe, Asia, and Africa.

For multinational corporations (MNCs), there is arguably no more important operational function that affects all areas of manufacturing, marketing, management, and finance as international transfer pricing-the practicing of supplying products or services across borders from one part of the organization to another. Its complexity is compounded by the impact of e-commerce, speeding the flow of goods and services; intangible assets, such as intellectual property, whose value is difficult to quantify; and the activites of policymakers around the world to update their tax laws and regulations, in efforts to close loopholes that have historically encouraged tax avoidance. In Critical Concerns in Transfer Pricing Policy and Practice, Wagdy Abdallah provides an in-depth overview of these recent trends and developments, and considers their implications for the management of MNCs. In particular, he discusses methods for pricing transferred goods and services in the e-commerce era and analyzes the most recent regulation reforms in such countries as Germany, Mexico, Japan, Canada, the United Kingdom, the United States, and the Netherlands. Anticipating increased scrutiny of MNC transfer pricing practices from governments and other external stakeholders, Abdallah outlines a set of practical recommendations for creating a successful transfer pricing system that maximizes value for the company while remaining sensitive to local policies in all of the countries in which it operates.

Tax avoidance and evasion have an important effect on the economic development of every economy. Developing economies are particularly vulnerable to tax avoidance and evasion due to inadequacies in their institutional framework and the lack of sufficient expertise and resources to monitor the intricacies of this issue. Given the far-reaching effect of revenue losses due to tax noncompliance, many developing countries have undertaken tax reforms to improve their tax administration and implemented various anti-avoidance measures to combat tax evasion. This book provides an overview of recent tax reforms and institutional frameworks of four major developing economies, China, India, Brazil, and Mexico, with a focus on China. Most important, this book investigates the tax avoidance behaviors as well as their anti-avoidance legislation. In particular, this book includes an in-depth empirical study on tax noncompliance behaviors of foreign investors detected by the Chinese tax authorities. The empirical evidence on how tax policy and other corporate factors affect tax avoidance behavior helps public policy makers improve tax compliance through designing legislative and administrative measures. Though the findings pertain to China, the largest developing economy, the results should be a useful reference for other developing countries.

Ever since the death of Mao, China has undergone a transformation almost as radical as the Communist Revolution that Mao instigated. This book tells the stories of the many difficult economic, political, and social struggles that have taken place in post-Maoist China. Using both Chinese and non-Chinese sources, Alfred K. Ho unravels the complexities of life in China during the past generation. As Ho explains, contemporary Chinese are seeking to find solutions to their problems that reflect their own cultural values. As such, reform in China cannot be seen solely as an effort to emulate the West, especially the free market and democratic United States. Rather, Ho places current efforts at reform as part of a prolonged and continual process by Chinese to deal with their internal problems as well as the challenges and opportunities they face as a result of greater contact with the outside world.

Important lessons for policy makers are provided here as contributors evaluate the effectiveness of domestic economic policies and the recommendations of international organizations such as the World Bank regarding the economic development of developing countries. Challenges posed by debt problems, corruption, population dynamics, poverty, and the absence of adequate human and physical capital are highlighted. Contributors cast doubts on the conclusions of the prevailing theories of economic development with patterns of economic change over the course of the 20th century.Their findings point out the issue of inadequate social capability as a critical factor in understanding the lack of economic development in many developing countries. They suggest that contemporary theorizing tends to pinpoint necessary but insufficient conditions for the successful implementation of development strategies in these countries.

Hira explores the impact of the neoliberal revolution in Latin America, which claims the superiority of markets that are freed from government intervention and restrictions on trade and investment. He examines changes in the energy policy of the Southern Cone (Argentina, Bolivia, Brazil, Chile, Paraguay, and Uruguay) and finds that, contrary to what is claimed and expected, there is a great deal of state intervention that continues through regulatory policy. All around the world, economic markets are in flux. Policies to change these markets are part of the neoliberal revolution that claims the superiority of markets freed from government intervention and restrictions on trade and investment. The general conclusion among most academic and policy analysts who study developing countries is that market liberalization is a foregone conclusion. Developing countries' choices are constrained by two primary factors: first, the burden of massive external debt that forces them to court international finance, and second, the need to gain access to the world's largest markets in Europe and/or the United States, optimally through free trade agreements. The effects of market liberalization, including deregulation, privatization, and integration, require further scrutiny.Hira examines the effects of international market pressures on energy policy at the national, regional, and sectoral levels in Latin America's Southern Cone-Argentina, Bolivia, Brazil, Chile, Paraguay, and Uruguay-who belong to the MERCOSUR common market. Contrary to what is claimed and expected, he finds that a great deal of state intervention continues through regulatory policy. He also provides an thorough set of comparative political economy case studies, along with a discussion of the MERCOSUR process with regards to energy. His analysis of the political economy of electricity and natural gas deregulation is especially relevant in the wake of the California energy crisis, the Enron debacle, and international discussions about energy deregulation. This book is of particular interest to scholars, students, and other researchers involved with Latin American economic development and energy policy.

Why has the United States become involved in so many wars in the Middle East, and why just now? What explains the extraordinary disconnect between pre-war statements by the Bush Administration and the post-war reality? How much of U.S. intelligence was wrong, and why? Why did the Bush Administration ignore warnings by senior military commanders about the difficulties they would confront in trying to occupy Iraq? Why was there virtually no pre-war planning for administering Iraq once the war was successfully concluded? Pelletiere argues that, in going to war twice against Iraq and once against Afghanistan, the United States was seeking to put a lock on its future energy supplies. In neglecting diplomacy for so long in dealing with the Gulf States, Washington was practically compelled to use force to get what it wanted.Pelletiere explores the context of events that produced the attacks of September 11, 2001, the pretext for the United States' military move into the region. He debunks the Bush Administration's claim that the United States was beset by Islamic terrorists bent on destroying western civilization and set the stage for an examination of other possible motives. Next, he details the history of U.S. involvement in the region, beginning with the discovery of oil and the pioneering efforts of American and British companies to open the region to exploration. After the OPEC Revolution, he argues, the United States would allow itself to be drawn into an arms-supplying relationship with the Shah of Iran and the military-industrial complex would become hooked on subsidies from the Gulf monarchs. Finally, after discussing the First Gulf War and recent events in Afghanistan, Pelletiere contends that these conflicts and the current war in Iraq are really part of a greater struggle between North and South, a struggle that will have significant consequences for the future of the United States.

Focusing on Afghanistan's relations with the West during the latter half of the 20th century, this study offers new insights on the long-term origins of the nation's recent tragedies. Roberts finds that, since the 1930s in particular, Afghanistan pursued policies far more complex, and considerably more pro-Western, than previous studies have surmised. By the end of the Second World War, Britain and Afghanistan seemed headed toward an extensive partnership in military and economic affairs. Opportunities to cement Afghanistan to the West existed, but ultimately ran afoul of regional politics, shortsighted policy, and indifference. The rise of the Indian nationalist movement and the eventual partition of India would have strategic ramifications for Afghanistan. Pakistan and India, weakened and poised against each other, saw no reason to aid the Kabul regime, leaving only the United States as a potential benefactor. Successive American administrations, however, denied most Afghan requests. When the Eisenhower administration extended support to Pakistan, it alienated Afghan leaders, who then chose to broker a deal with the Soviet Union. Roberts analyzes recent American policy toward Afghanistan and its neighbors, clarifying the current situation and offering guidelines for future relations.

In October of 1563, 18-year old Anne Mylner was herding cows near her home when she was suddenly enveloped by a white cloud that precipitated a months-long illness characterized by sleeplessness, loss of appetite, convulsions, and bodily swelling. Mylner's was the first of several cases during the reign of Elizabeth I of England that were interpreted as demon possession, a highly emotional experience in which an afflicted person displays behavior indicating a state of religious distress. To most Elizabethans, belief in Satan was as natural as belief in God, and Satan's affliction of mankind was clearly demonstrated in the physical and spiritual distress displayed by virtually every person at some point in his or her life. This book recounts 11 cases of Elizabethan demon possession, documenting the details of each case and providing the cultural context to explain why the diagnosis made sense at the time.Victims included children and adults, servants and masters, Catholics and Protestants, frauds and the genuinely ill. Edmund Kingesfielde's wife, possessed by a demon who caused her to hate her children and to contemplate suicide, was cured when her husband changed his irreverent tavern sign (depicting a devil) for a more seemly design. Alexander Nyndge, possessed by a Catholic demon that spoke with an Irish accent, was cured by his own brother through physical bondage and violence. Agnes Brigges and Rachel Pindar, whose afflictions included vomiting pins, feathers, and other trash, were revealed as frauds and forced to confess publicly, their parents being imprisoned for complicity in the fraud. All these cases attest to a powerful need to ascribe some moral significance to human suffering. Allowing the sufferer to externalize and ultimately evict the demon as the cause of his or her affliction bestowed some measure of hope-no mean feat in a world with such widespread human distress.

This book advances the theory that a potential leading export sector-in this case, the oil sector-is capable of inducing economic growth even in peripheral countries where the product line is primary in nature. In Venezuela the oil sector has contributed directly and indirectly to the development of the country's overall economy, particularly from 1936 to 1973, when that sector met the criteria of a leading sector, i.e., one that expands rapidly and obtains a large specific size relative to the economy as a whole. Oil investment in Venezuela contributed to the fiscal sector, the foreign sector, GDP, income, backward and forward linkages, the multiplier and accelerator effects, and the retained value of total expenditures. In spite of recent efforts to diversify the production and export mix, the Venezuelan economy continues to remain heavily dependent on oil production for export.During the midcentury decades of solid growth, it became evident that government oversight was needed to ensure that the numerous contributions flowing from the oil sector would be put to good use. Overall, it appears that the contributions were well utilized by the Venezuelan government, although there was plenty of room for improvement. Income distribution problems and other social inequities continued to beset the development process, leaving the economy rigid and inflexible. Consequently, when the oil sector faltered (1974 to 2000), Venezuela was unable to shift into other product lines. Political disarray soon followed, and with it a pervasive aura of economic uncertainty that persists to this day.

Applying strategic approaches to both interest groups as amici curiae and state supreme court justices, Comparato investigates the influence of judicial retention methods and the ballot initiative on their behaivor. The results demonstrate that they behave strategically, attempting to achieve their goals within the confines of the institutional setting. What impact do state-level institutions have on the behavior of state supreme court justices and interest groups participating as amici curiae in those courts? Specifically, is the information provided by interest groups conditioned on the judicial retention system, or whether the state uses the ballot initiative, and does that information impact the decision-making process of the justices? Comparato answers these questions by employing strategic theories of judicial and group behavior, with groups motivated by the attainment of policy and group maintenance, and state supreme court justices motivated by policy and the continued maintenance of their position on the court. He argues that the information provided in amicus curiae briefs allows both groups and state supreme court justices to achieve their respective goals. In order to answer these questions, Comparto analyzes litigant and amicus curiae briefs as well as judicial decisions from seven state supreme courts to evaluate the effects of state-level institutions on the types of information provided to state supreme court justices, and how those justices respond to that information. The results suggest that interest groups do behave strategically, providing information to justices that they believe will be useful in helping the justices retain their seats on the court and achieve their desired policy outcomes. There is also support for the expectation that the information provided by litigants and amici, as well as the retention method, have a direct impact on the decision-making of justices.

Taking seriously the commonplace that a man is known by the company he keeps-and particularly by the company he keeps over his lifetime-one can learn more about just about anyone by learning more about his friends. By applying this notion to Shakespeare, this book offers insight into the life of the most famous playwright in history, and one of the most elusive figures in literature. The book consists of sketches of Shakespeare's contact and relationships with the people known to have been close friends or acquaintances, revealing aspects of the poet's life by emphasizing ways in which his life was intertwined with theirs. Though it is difficult to get to know this most famous of playwrights, through this work readers can gain insight into aspects of his life and personality that may otherwise have been hidden.Shakespeare, more than any other writer in the western world, based much of his work on the consequences of friendship. Given the value placed on friends in his writing, many readers have wondered about the role friendship played in his own life. This work gives readers the chance to learn more about Shakespeare's friends, who they were and what they can tell us about Shakespeare and his times. For instance, Richard Field was a boyhood friend with whom Shakespeare went to school in Stratford. Field became a well-known London printer. The details of Field's life illuminate both the details of Shakespeare's boyhood education and the poet's relationship with the printing, publishing, and book-selling world in London. Francis Collins, a lawyer who represented Shakespeare in a number of legal dealings, drafted both versions of Shakespeare's will. This life-long friend was one of the last men eve to see Shakespeare pick up a pen to write. Through these vivid and animated sketches, readers will come to know about Shakespeare's life and times. While the book has a lively, accessible narrative tone within chapters, its organization and features make it highly useful to the school library market as well as the academic world. It contains cross references, a detailed Table of Contents and a highly organized structure with uniformity across sections and chapters. The writing is accessible and could be easily used by upper-level high school students looking to augment school assignments.

In this volume, Alexander sketches the history of organized labor in the countries of Uruguay and Paraguay. He covers such topics as the role of organized labor in the economics and politics of these two countries and their relations with the international labor movement. It is based on extensive personal contacts of the author with the labor movements over almost half a century. It may seem unusual at first to have both of these countries in one volume because there does not exist anywhere else in Latin America such historical political disparity between neighboring countries as that between Uruguay and Paraguay. However in spite of the political contrasts, there are certain similarities in the history of the labor movements of these two republics. In both Uruguay and Paraguay, the earliest organizations to be founded by the workers were mutual benefit societies, rather than trade unions. But in both countries, trade unions which sought to protect their members against employers began to appear. By the early years of the 20th century, these unions began to demand that employers negotiate with them, and there were an increasing number of strikes, attempting to make these demands effective. There were soon efforts to bring together the various trade unions into broader local, national, and international labor organizations.
