    The potential for fatigue to negatively affect human performance is well established. Concern about this potential in the aviation context extends back decades, with both airlines and pilots agreeing that fatigue is a safety concern. A more recent consideration is whether and how pilot commuting, conducted in a pilot's off-duty time, may affect fatigue. The National Academy of Sciences was asked to review available information related to the prevalence and characteristics of pilot commuting; sleep, fatigue, and circadian rhythms; airline and regulatory oversight policies; and pilot and airline practices. This interim report summarizes the committee's review to date of the available information. The final report will present a final review, along with the committee's conclusions and recommendations based on the information available during its deliberations.

    Nearly everyone experiences fatigue, but some professions--such as aviation, medicine and the military--demand alert, precise, rapid, and well-informed decision making and communication with little margin for error. The potential for fatigue to negatively affect human performance is well established. Concern about this potential in the aviation context extends back decades, with both airlines and pilots agreeing that fatigue is a safety concern. A more recent consideration is whether and how pilot commuting, conducted in a pilot's off-duty time, may affect fatigue during flight duty. In summer 2010 the U.S. Congress directed the Federal Aviation Administration (FAA) to update the federal regulations that govern pilot flight and duty time, taking into account recent research related to sleep and fatigue. As part of their directive, Congress also instructed FAA to have the National Academy of Sciences conduct a study on the effects of commuting on pilot fatigue. The Effects of Commuting on Pilot Fatigue reviews research and other information related to the prevalence and characteristics of commuting; to the science of sleep, fatigue, and circadian rhythms; to airline and regulatory oversight policies; and to pilot and airline practices. The Effects of Commuting on Pilot Fatigue discusses the policy, economic, and regulatory issues that affect pilot commuting, and outlines potential next steps, including recommendations for regulatory or administrative actions, or further research by the FAA.

    The U.S. Army Corps of Engineers recently completed its feasibility study for the Upper Mississippi River-Ilinois Waterway, which was one of the agency's longest and most complicated studies in its history. The first two reports from this WSTB committee reviewed analytical aspects of the Corps feasibility study. Water Resources Planning for the Upper Mississippi River and Illinois Waterway considers the broader issue of managing the multiple resources of the Upper Mississippi River and Illinois Waterway, especially with regard to several, recently-issued NRC reports on Corps of Engineers planning procedures. The report finds that a key issue regarding planning decisions on these river systems is the ambiguity related to several different pieces of legislation and acts that govern river management, and thus recommends that the administration and Congress clarify the federal intent for managing this river and waterway system. The report recommends an independent, retrospective reivew of the experience with a federal inter-agency Principals Group, which was convened to provide guidance to the Corps study. It is also recommended that the Corps strive to incorporate flexible, adaptive management principles through its entire water planning program, including operations of the lock and dam system.

    For the past few years, the Corps has been working on what is known as the Restructured Upper Mississippi River-Illinois Waterway Feasibility Study, the heart of which is a multibillion-dollar proposal to double the length of up to a dozen locks on the river. The Research Council first reviewed the feasibility study in 2001 during controversies over the accuracy of models being used by the Corps to justify lock expansion based on increased demand for barge transportation. More than 100 million tons of cargo--half of it grain destined for international markets, the other half goods such as construction materials, coal, and chemicals--are shipped along the navigation system each year. The locks, which along with dams allow barges to traverse uneven river depths, were originally designed for "tows" of barges up to 600 feet long, but the length of a typical tow has increased, forcing the Corps to look for ways to relieve congestion. The book finds the U.S. Army Corps of Engineers has made good progress in broadening its proposed plan for navigation improvements on the Upper Mississippi River-Illinois Waterway system to give greater consideration to ecological restoration. However, the plan still does not provide sufficient economic justification for expanding locks on the rivers because of flaws in the models the Corps used to predict demand for barge transportation. Little attention is paid to inexpensive, nonstructural navigation improvements that could help better manage existing levels of barge traffic. The revised plan has been usefully expanded to include many creative and potentially useful ecosystem restoration measures. These measures, however, should be more firmly grounded in river science principles and more broadly consider ways the river's ecology might affect or be affected by navigation, recreation and other uses.

    The chemical sector is a key part of the national economy and has been designated by the Department of Homeland Security (DHS) as one of 17 sectors comprising the nation's Critical Infrastructure. Although its products represent only 2 percent of the U.S. gross domestic product, those products underpin most other manufactured goods. To assist DHS in characterizing and mitigating the vulnerabilities faced by the nation from the chemical industry, this study examines classes of chemicals and chemical processes that are critical to the nation's security, economy, and health. It identifies vulnerabilities and points of weakness in the supply chain for these chemicals and chemical processes; assesses the likely impact of a significant disruption in the supply chain; identifies actions to help prevent disruption in the supply chain and mitigate loss and injury should such disruption occur; identifies incentives and disincentives to preventative and mitigating actions; and recommends areas of scientific, engineering, and economic research and development. The report concludes that the consequences of a deliberate attack on the chemical infrastructure would be expected to be similar in nature to the accidents we have already experienced. Under limited circumstances, such an attack could cause catastrophic casualties and loss of life, but it would take several simultaneous events to cause catastrophic economic consequences. Poor communication could amplify societal response. Overall, the recommendations in this report emphasize the benefit of investments to improve emergency preparedness for and response to chemical events. They also highlight the potential to minimize the physical hazards through development of cost-effective, safer processes that reduce the volume, toxicity, or hazardous conditions under which chemicals are processed.

    The U.S. Army Corps of Engineers has a long history of managing navigation, floods, and other water-related issues on the Upper Mississippi and Illinois Rivers. A recent chapter in that history is the problem of waterway congestion at several locks on the lower portion of the Upper Mississippi River. The Corps has studied this problem and its possible solutions since the late 1980s, producing a draft feasibility study in 2000 and an interim report on a restructured feasibility study in 2002. A committee was convened to review and provide advice on the most recent phase of the Corps' analytical efforts.

    Progress in information technology (IT) has been remarkable, but the best truly is yet to come: the power of IT as a human enabler is just beginning to be realized. Whether the nation builds on this momentum or plateaus prematurely depends on today's decisions about fundamental research in computer science (CS) and the related fields behind IT. The Computer Science and Telecommunications Board (CSTB) has often been asked to examine how innovation occurs in IT, what the most promising research directions are, and what impacts such innovation might have on society. Consistent themes emerge from CSTB studies, notwithstanding changes in information technology itself, in the IT-producing sector, and in the U.S. university system, a key player in IT research. In this synthesis report, based largely on the eight CSTB reports enumerated below, CSTB highlights these themes and updates some of the data that support them.

    Recent rough estimates are that the U.S. Department of Defense (DoD) spends at least $38 billion a year on the research, development, testing, and evaluation of new defense systems; approximately 40 percent of that cost-at least $16 billion-is spent on software development and testing. There is widespread understanding within DoD that the effectiveness of software-intensive defense systems is often hampered by low-quality software as well as increased costs and late delivery of software components. Given the costs involved, even relatively incremental improvements to the software development process for defense systems could represent a large savings in funds. And given the importance of producing defense software that will carry out its intended function, relatively small improvements to the quality of defense software systems would be extremely important to identify. DoD software engineers and test and evaluation officials may not be fully aware of a range of available techniques, because of both the recent development of these techniques and their origination from an orientation somewhat removed from software engineering, i.e., from a statistical perspective. The panel's charge therefore was to convene a workshop to identify statistical software engineering techniques that could have applicability to DoD systems in development.

    From 1962 to 1971, US military forces sprayed more than 19 million gallons of herbicides over Vietnam to strip the thick jungle canopy that helped conceal opposition forces, to destroy crops that enemy forces might depend on, and to clear tall grass and bushes from around the perimeters of US base camps and outlying fire-support bases. Most large-scale spraying operations were conducted from airplanes and helicopters, but herbicides were also sprayed from boats and ground vehicles, and by soldiers wearing back-mounted equipment. After a scientific report concluded that a contaminant of one of the primary chemicals used in the herbicide called Agent Orange could cause birth defects in laboratory animals, US forces suspended use of the herbicide; they subsequently halted all herbicide spraying in Vietnam in 1971. At the request of the Veteran's Administration, the Institute of Medicine established a committee to oversee the development and evaluation of models of herbicide exposure for use in studies of Vietnam veterans. That committee would develop and disseminate a request for proposals (RFP) consistent with the recommendations; evaluate the proposals received in response to the RFP and select one or more academic or other nongovernmental research groups to develop the exposure reconstruction model; provide scientific and administrative oversight of the work of the researchers; and evaluate the models developed by the researchers in a report to VA, which would be published for a broader audience. Characterizing Exposure of Veterans to Agent Orange and Other Herbicides Used in Vietnam is the IOM's report that evaluates models of herbicide reconstruction to develop and test models of herbicide exposure for use in studies of Vietnam veterans.

    In November 1999, GSA and the U.S. Department of State convened a symposium to discuss the apparently conflicting objectives of security from terrorist attack and the design of public buildings in an open society. The symposium sponsors rejected the notion of rigid, prescriptive design approaches. The symposium concluded with a challenge to the design and security professions to craft aesthetically appealing architectural solutions that achieve balanced, performance-based approaches to both openness and security. In response to a request from the Office of the Chief Architect of the Public Buildings Service, the National Research Council (NRC) assembled a panel of independent experts, the Committee to Review the Security Design Criteria of the Interagency Security Committee. The report proposes two testing protocols, one for passive detectors and one for active detectors, to help ensure the reliable detection of a release of chemical warfare agents.     The technical, scientific, policy, and institutional environment for conducting Earth science research has been changing rapidly over the past few decades. Changes in the technical environment are due both to the advent of new types and sources of remote sensing data, which have higher spatial and spectral resolution, and to the development of vastly expanded capabilities in data access, visualization, spatial data integration, and data management. The scientific environment is changing because of the strong emphasis on global change research, both nationally and internationally, and the evolving data requirements for that research. And the policy and institutional environment for the production of Earth observation data is changing with the diversification of both remote sensing data and the institutions that produce the data. In this report, the Space Studies Board's Steering Committee on Space Applications and Commercialization explores the implications of this changing environment, examining the opportunities and challenges it presents.

    Knowledge of time is essential to precise knowledge of location, and for this reason the Navy, with its need to navigate on the high seas, has historically played an important role in the development and application of advanced time realization and dissemination technologies. Discoveries coming from basic research funded by the Office of Naval Research (ONR) lie at the heart of today's highest performance atomic clocks, Naval Research Laboratory (NRL) expertise played a role in developing the space-qualified atomic clocks that enable the Global Positioning System (GPS), and the U.S. Naval Observatory (USNO) maintains and disseminates the standard of time for all of the Department of Defense (DOD). The Navy has made major investments in most aspects of precision time and time interval (PTTI) science and technology, although specific PTTI-related research has also been funded by the Defense Advanced Research Projects Agency (DARPA) and non-DOD agencies such as the National Science Foundation (NSF), the National Aeronautics and Space Administration (NASA), and the Department of Commerce. Navy funding, largely through ONR, has a history of being an early enabler of key new developments. Judicious funding decisions by the Navy--particularly by ONR program officers--have underpinned most of the major advances in PTTI science and technology (S&T) in the last 50 years. PTTI is important to modern naval needs, and indeed to all the armed Services, for use in both navigation and communications. Precise time synchronization is needed to efficiently determine the start of a code sequence in secure communications, to perform navigation, and to locate the position of signal emitters. Precise frequency control is required in communications for spectrum utilization and frequency-hopped spread-spectrum techniques. There are many examples of essential military operations that depend on PTTI and could benefit from improvements in PTTI technology. These include: -GPS clocks and autonomous operations, -Weapon system four-dimensional coordination, -GPS antijamming, -Network-centric warfare, and -Secure military communications. This report summarizes that reductions in the size, weight, and power requirements and increases in the ruggedness of PTTI devices without sacrificing performance would put more accurate and precise timekeeping in the hands of the warrior, improving capabilities in all of the above operations.

    Recognizing the important contributions that genomic analysis can make to agriculture, production and companion animal science, evolutionary biology, and human health with respect to the creation of models for genetic disorders, the National Academies convened a group of individuals to plan a public workshop that would: (1) assess these contributions; (2) identify potential research directions for existing genomics programs; and (3) highlight the opportunities of a coordinated, multi-species genomics effort for the science and policymaking communities. Their efforts culminated in a workshop sponsored by the U.S. Department of Agriculture, Department of Energy, National Science Foundation, and the National Institutes of Health. The workshop was convened on February 19, 2002. The goal of the workshop was to focus on domestic animal genomics and its integration with other genomics and functional genomics projects.

    The Committee on Modeling and Simulation Enhancements for 21st Century Manufacturing and Acquisition was formed by the NRC in response to a request from the Defense Modeling and Simulation Office (DMSO) of DOD. The committee was asked to (1) investigate next-generation evolutionary and revolutionary M&S capabilities that will support enhanced defense systems acquisition; (2) identify specific emerging design, testing, and manufacturing process technologies that can be enabled by advanced M&S capabilities; (3) relate these emerging technologies to long-term DOD requirements; (4) assess ongoing efforts to develop advanced M&S capabilities and identify gaps that must be filled to make the emerging technologies a reality; (5) identify lessons learned from industry; and (6) recommend specific government actions to expedite development and to enable maximum DOD and U.S. commercial benefit from these capabilities. To complete its task, the committee identified relevant trends and their impact on defense acquisition needs; current use and support for use of M&S within DOD; lessons learned from commercial manufacturing; three cross-cutting and especially challenging uses of M&S technologies; and the areas in which basic research is needed in M&S in order to achieve the desired goals for manufacturing and defense acquisition.

    Recent outbreaks of foot-and-mouth disease (FMD) and bovine spongiform encephalopathy (BSE) in Europe and Japan set off alarm bells in the United States and other nations, prompting a flurry of new regulations, border controls, inspections, and other activities to prevent incursions of the diseases. The terrorist attacks in New York City and Washington, DC, added a new note of urgency to the alarm. Concerned about additional acts of terror or sabotage in various sectors of the economy, including agriculture, U.S. government and industry officials have begun to reevaluate emergency management plans in response to these threats and to shift the focus of research and planning. More than 200 representatives of government, industry, academia, and nongovernmental organizations gathered at a one-day workshop in Washington, DC, on January 15, 2002, to assess what the United States is doing about emerging animal diseases and related issues and to explore what still needs to be done. Major objectives of the workshop include: (1) elucidating information on the U.S. position with regard to potentially threatening animal diseases; (2) identifying critical problems, barriers, and data gaps; and (3) defining potential future National Academies' activities. Emerging Animal Diseases describes the issues presented and discussed by the workshop participants. This report summary extracts the key technical issues from the presentations and discussions, rather than presenting each session and panel discussion separately. Many issues were touched upon repeatedly by several speakers in different sessions, and this format is intended to allow readers who did not attend the workshop to have a good understanding of the discussions in the context of the entire workshop.

    Each new generation of commercial aircraft produces less noise and fewer emissions per passenger-kilometer (or ton-kilometer of cargo) than the previous generation. However, the demand for air transportation services grows so quickly that total aircraft noise and emissions continue to increase. Meanwhile, federal, state, and local noise and air quality standards in the United States and overseas have become more stringent. It is becoming more difficult to reconcile public demand for inexpensive, easily accessible air transportation services with concurrent desires to reduce noise, improve local air quality, and protect the global environment against climate change and depletion of stratospheric ozone. This situation calls for federal leadership and strong action from industry and government. U.S. government, industry, and universities conduct research and develop technology that could help reduce aircraft noise and emissions-but only if the results are used to improve operational systems or standards. For example, the (now terminated) Advanced Subsonic Technology Program of the National Aeronautics and Space Administration (NASA) generally brought new technology only to the point where a system, subsystem model, or prototype was demonstrated or could be validated in a relevant environment. Completing the maturation process-by fielding affordable, proven, commercially available systems for installation on new or modified aircraft-was left to industry and generally took place only if industry had an economic or regulatory incentive to make the necessary investment. In response to this situation, the Federal Aviation Administration, NASA, and the Environmental Protection Agency, asked the Aeronautics and Space Engineering Board of the National Research Council to recommend research strategies and approaches that would further efforts to mitigate the environmental effects (i.e., noise and emissions) of aviation. The statement of task required the Committee on Aeronautics Research and Technology for Environmental Compatibility to assess whether existing research policies and programs are likely to foster the technological improvements needed to ensure that environmental constraints do not become a significant barrier to growth of the aviation sector.

    This study, commissioned by the National Aeronautics and Space Administration (NASA), examines the role of robotic exploration missions in assessing the risks to the first human missions to Mars. Only those hazards arising from exposure to environmental, chemical, and biological agents on the planet are assessed. To ensure that it was including all previously identified hazards in its study, the Committee on Precursor Measurements Necessary to Support Human Operations on the Surface of Mars referred to the most recent report from NASA's Mars Exploration Program/ Payload Analysis Group (MEPAG) (Greeley, 2001). The committee concluded that the requirements identified in the present NRC report are indeed the only ones essential for NASA to pursue in order to mitigate potential hazards to the first human missions to Mars.

    Owing to the expected nature of combat in 2010, U.S. military forces face a pressing need to transform themselves for rapid response to an unpredictable threat. Rapid advances in commercial technology (particularly in electronics), coupled with the easy access to commercial technology enjoyed by potential adversaries, will compel DOD and defense contractors to excel at integrating commercial technology into defense systems. This integration of commercial and military manufacturing (ICMM) has begun on a small scale. By 2010, it needs to increase substantially if U.S. forces are to retain a technological edge. This report assesses the opportunities for increased ICMM in 2010 and beyond, identifies barriers, and recommends strategies for overcoming them.

    The papers in this collection were commissioned by the Board on Testing and Assessment (BOTA) of the National Research Council (NRC) for a workshop held on November 14, 2001, with support from the William and Flora Hewlett Foundation. Goals for the workshop were twofold. One was to share the major messages of the recently released NRC committee report, Knowing What Students Know: The Science and Design of Educational Assessment (2001), which synthesizes advances in the cognitive sciences and methods of measurement, and considers their implications for improving educational assessment. The second goal was to delve more deeply into one of the major themes of that report-the role that technology could play in bringing those advances together, which is the focus of these papers. For the workshop, selected researchers working in the intersection of technology and assessment were asked to write about some of the challenges and opportunities for more fully capitalizing on the power of information technologies to improve assessment, to illustrate those issues with examples from their own research, and to identify priorities for research and development in this area.

    During 2001, a severe drought occurred in the Klamath River Basin. The U.S. Department of the Interior (DOI) determined that the newly issued biological opinions and their RPAs must prevail; thus, water that would have gone to irrigators was directed almost entirely to attempts to maintain minimum lake levels and minimum flows as prescribed in the two RPAs. The severe economic consequences of this change in water management led DOI to request that the National Research Council (NRC) independently review the scientific and technical validity of the government's biological opinions and their RPAs. The NRC Committee on Endangered and Threatened Fishes in the Klamath River Basin was formed in response to this request. The committee was charged with filing an interim report after approximately less than 3 months of study and a final report after about 18 months of study. The interim report, which is summarized here, focuses on the biological assessments of the USBR (2001) and the USFWS and NMFS biological opinions of 2001 regarding the effects of Klamath Project operations on the three listed fish species.

    "The Centers for Disease Control and Prevention (CDC) established the Strategic National Stockpile (SNS) with a focus on procuring and managing medical countermeasures (MCM) designed to address chemical, biological, radiological, and nuclear events and attacks by weapons of mass destruction. The stockpile is a repository of antibiotics, chemical antidotes, antitoxins, vaccines, antiviral drugs, and other medical material organized to respond to a spectrum of public health threats. Over time, the mission of the SNS has informally evolved to address other large-scale catastrophes, such as hurricanes or outbreaks of pandemic disease, and rare acute events, such as earthquakes or terror attacks. When disaster strikes, states can request deployment of SNS assets to augment resources available to state, local, tribal, or territorial public health agencies.
