The United States Government Printing Office (GPO) was created in June 1860, and is an agency of the U.S. federal government based in Washington D.C. The office prints documents produced by and for the federal government, including Congress, the Supreme Court, the Executive Office of the President and other executive departments, and independent agencies. The U.S. Nuclear Regulatory Commission (NRC) staff reviews the human factors engineering (HFE) aspects of nuclear power plants in accordance with the Standard Review Plan (NUREG-0800). Detailed design review procedures are provided in the HFE Program Review Model (NUREG-0711). As part of the review process, the interfaces between plant personnel and plant's systems and components are evaluated for conformance with HFE guidelines. This document, Human-System Interface Design Review Guidelines (NUREG-0700, Revision 2), provides the guidelines necessary to perform this evaluation. The review guidelines address the physical and functional characteristics of human-system interfaces (HSIs). Since these guidelines only address the HFE aspects of design and not other related considerations, such as instrumentation and control and structural design, they are referred to as HFE guidelines. In addition to the review of actual HSIs, the NRC staff can use the NUREG-0700 guidelines to evaluate a design specific HFE guidelines document or style guide. The HFE guidelines are organized into four basic parts, which are divided into sections. Part I contains guidelines for the basic HSI elements: displays, user-interface interaction and management, and controls. These elements are used as building blocks to develop HSI systems to serve specific functions. Part II contains the guidelines for reviewing six such systems: alarm system, group-view display system, soft control system, computer-based procedure system, computerized operator support system, and communication system. Part III provides guidelines for the review of workstations and workplaces. Part IV provides guidelines for the review of HSI support, i.e., maintainability of digital systems.

The United States Army Corps of Engineers (USACE, also sometimes shortened to CoE) is a U.S. federal agency under the Department of Defense and a major Army command made up of some 38,000 civilian and military personnel, making it the world's largest public engineering, design, and construction management agency. Although generally associated with dams, canals and flood protection in the United States, USACE is involved in a wide range of public works throughout the world. The Corps of Engineers provides outdoor recreation opportunities to the public, and provides 24% of U.S. Hydropower capacity. The Corps' mission is to provide vital public engineering services in peace and war to strengthen the nation's security, energize the economy, and reduce risks from disasters. This report provides basic information on the science of food biotechnology. It discusses regulatory policies and issues of concern about the use of biotechnology to modify foods through genetic engineering. It describes the scientific processes used and current products available. It explains how all three major federal agencies - the Food and Drug Administration, the U.S. Department of Agriculture, and the Environmental Protection Agency - regulate these foods. Consumers have expressed concerns about the uncertain long-term impact on public health and the environment particularly the consequences of cross pollination, the impact on eco-systems, and the development of resistance with the use of some bioengineered plant pesticides. Some critics also question the expanding market power of a few multinational companies, the growing unease in international trade relationships over the fast adoption by U.S. farmers of bioengineered crops, and the current federal structure by which it is regulated. Others argue that food biotechnology will enhance crop yields, produce foods with novel characteristics, while using fewer pesticides. This report will be updated periodically.

The author identifies a need to take a hard look at the analytical methods now used in the Army relating to force structuring, doctrine development, materiel development and tactical analysis. He shows that decisions in the above area depend upon an understanding of the key concept "combat power" and the combat power development process. He contends that much of current analytical methodology, including computer assisted simulations and mathematical ORSA techniques, does not adequately deal with the phenomenon of land combat. Many of the key variables on the battlefield are unquantifiable and thus mathematical models run the risk of biasing results in favor of the purely mechanical aspects of warfare. The author develops an analytical framework for understanding combat power and the process of generating it to win battles which borrows methodology from the social sciences. It relates all army functions and describes how these relate to the development of combat power. It allows the decision maker to recognize the variables he can control in a given situation and the trade offs available to him. This analytical framework has applicability for the teaching of tactics and operations; the evaluation of unit readiness; the development of force structures; the identification of materiel and resource needs; and the development of doctrines and future concepts.

During WW II the Command and General Staff Colleges primary mission was to train large numbers of captains and majors to be staff officers in battalions, brigades, divisions, and corps. To that end, the Army provided copies of documents produced by field units to the College. Operations orders, after action reports, intelligence analyses, logistics appraisals, and similar documents are in the Combined Arms Research Library documents collection. The primary focus was documenting operations at the tactical and operational levels of warfare. This is one of those documents.

The American Recovery and Reinvestment Act of 2009 (Recovery Act) included $10.4 billion in funding for the National Institutes of Health (NIH), an agency of the Department of Health and Human Services (HHS). Of the NIH Recovery Act funding, $8.2 billion was to be used to support additional scientific research and $400 million for comparative effectiveness research, including extramural research at universities and research institutions. NIH is comprised of the Office of the Director (OD) and 27 Institutes and Centers (IC), 24 of which make grant funding decisions. GAO was asked to report on how NIH awarded Recovery Act funds for scientific research and the information that NIH made available about the award of these funds. This report describes the (1) process and criteria NIH used to award extramural grants using Recovery Act funding, and (2) characteristics of Recovery Act extramural grants and the information made publicly available about these grants. GAO interviewed NIH officials in the OD and the three ICs that received the largest proportion of Recovery Act funds, and reviewed related documents, such as NIH guidance on awarding grants using Recovery Act funds. GAO also obtained and analyzed NIH data on all Recovery Act grants awarded as of April 2010.

The Coastal Zone Information Center (CZIC) collection provides access to nearly 5,000 coastal related documents that the U.S. Government Printing Office (GPO) received from the National Oceanic and Atmospheric Administration (NOAA) Central Library. The collection provides almost 30 years of data and information crucial to the understanding of U.S. coastal management and NOAA's mission to sustain healthy coasts. This is one of their documents.

This study investigated the effect of probation on individual performance motivation, organizational processes, and patterns of instruction in schools that were on probation for low achievement in Maryland and Kentucky. Findings are based on case studies of 11 schools on probation, 7 in Maryland and 4 in Kentucky, and all 11 schools had high proportions of students from poverty and minority backgrounds. Each case study consisted of quantitative and qualitative data: interviews, classroom observations, meeting observations, and survey questionnaires. About half the schools were elementary schools; the rest were middle schools. Studies of individual learning and organizational development show that probation in the context of the 11 schools provided unfavorable conditions for learning new and ambitious performance-based pedagogy. For many teachers, the state assessments did not provide meaningful tools for the self-evaluation of their teaching. On the organizational level, probation fostered rigidity and compliance with external obligations to the detriment of organizational learning and internal dialog. While large numbers of teachers in the 11 schools viewed themselves as highly competent professionals, 70% to 80% of the observed lessons in Maryland did not show evidence of elaborate level teaching at all. On the positive side, findings show that almost all of the 11 schools were modestly energized by the probation label, and teachers in all schools reported that they increased work effort and engagement in school improvement. When asked to select priorities or school improvement, teachers cited several factors, but not even 10% believed that a new pedagogy should be the first thing on the agenda. (Contains 55 references.1.
