FRASER's mission is to safeguard and provide easy access to the nation's economic history-particularly the history of the Federal Reserve System-through digitization of documents related to the U.S. financial system. Unprotected borders are a serious threat to the security of a number of states around the globe. Indeed, the combination of weak states, ungoverned space, terrorism, and international criminal networks make a mockery of the Westphalian system of international order. Latin American countries are experiencing all of these maladies in varying degrees. The Andean region is under assault by a different kind of war that defies borders. In this context, Dr. Gabriel Marcella analyzes the lessons to be learned from the Colombian attack against the clandestine camp of the the Revolutionary Armed Forces of Colombia, which was located at an isolated area within Ecuador on March 1, 2008. This single incident and its aftermath had profound reverberations throughout the Hemisphere. The events leading to the attack illuminate the vulnerabilities of states, societies, and the international community to the actions of substate groups conducting criminal activities. Accordingly, the hemispheric community of nations needs to develop better ways to anticipate and resolve conflicts. The United States plays a critical role in the emerging security environment of the Andean region. Yet a superpower is often unaware of the immense influence it has with respect to small countries like Ecuador, which is trying to extricate itself from becoming a failed state. This work chronicles the challenging task of bringing stability and representative government to the Iraqi city of Kirkuk after the fall of the Baathist regime. Although the plan for Operation IRAQI FREEDOM (OIF) required US forces to prepare to conduct stability operations at the end of combat operations, many commanders and their staffs rightfully focused on the offensive operations that were part of the initial invasion of Iraq. As a result many tactical units were not adequately manned or trained in civil-military lines of operation, such as governance, essential services, and the rule of law. Despite the lack of preparation, US Army units in the initial years of the campaign in Iraq were able to develop and implement ad hoc plans to install representative forms of government in the cities and provinces of Iraq with varying degrees of success.

Sand Hollow Reservoir in Washington County, Utah, was completed in March 2002 and is operated primarily for managed aquifer recharge by the Washington County Water Conservancy District. From 2002 through 2009, total surface-water diversions of about 154,000 acre-feet to Sand Hollow Reservoir have allowed it to remain nearly full since 2006. Groundwater levels in monitoring wells near the reservoir rose through 2006 and have fluctuated more recently because of variations in reservoir water-level altitude and nearby pumping from production wells. Between 2004 and 2009, a total of about 13,000 acre-feet of groundwater has been withdrawn by these wells for municipal supply. In addition, a total of about 14,000 acre-feet of shallow seepage was captured by French drains adjacent to the North and West Dams and used for municipal supply, irrigation, or returned to the reservoir. From 2002 through 2009, about 86,000 acre-feet of water seeped beneath the reservoir to recharge the underlying Navajo Sandstone aquifer. Water-quality sampling was conducted at various monitoring wells in Sand Hollow to evaluate the timing and location of reservoir recharge moving through the aquifer. Tracers of reservoir recharge include major and minor dissolved inorganic ions, tritium, dissolved organic carbon, chlorofluorocarbons, sulfur hexafluoride, and noble gases. By 2010, this recharge arrived at monitoring wells within about 1,000 feet of the reservoir.

While the involvement of the United States in counterinsurgency has a long history, it had faded in importance in the years following the end of the Cold War. When American forces first confronted it in Iraq, they were not fully prepared. Since then, the U.S. military and other government agencies have expended much effort to refine their counterinsurgency capabilities. But have they done enough?

Reviewing the past, present, and future contribution of maritime forces to the conduct of expeditionary operations, the author concludes that the importance of this contribution is growing. He considers the diplomatic and "good order" roles of maritime forces which enable such operations in the first place. He reviews contemporary naval thinking about the nature and the relevance of sea control, and examines changes in the way maritime power may be projected ashore. Finally, the author analyses the extent to which future sea-basing can enable expeditionary forces can meet the challenges of the 21st century. Using past and recent experience, he demonstrates how important maritime outcomes are to the achievement and, equally important, the consolidation of victories ashore. Accordingly, navies around the world are having to adjust their plans and their priorities in order to meet these challenges.

Prior to Operation JUST CAUSE, the December 1989 U.S. intervention in Panama, American leaders had struggled for over two years with the increasingly difficult regime of General Manuel Antonio Noriega. At the time, the Panama Canal was still under U.S. administration with the U.S. Southern Command, based at Quarry Heights, charged with its security. Led by General Frederick Woerner and seconded by Maj. Gen. Bernard Loeffke, the command's Army component commander, American military leaders weathered a series of low-grade crises during 1988-1989, slowly culminating in a growing military confrontation with Noriega's army, militia, and police forces. Detailed in Larry Yates' study are the contingency plans, rules of engagement, and a host of varied operations-security patrols, guard duty, training exercises, shows of force, and police actions-and even the occasional firefight, all of which characterized this trying period. But this history is much more than a precursor to JUST CAUSE. Its true value lies in its careful examination of the complex relationships between a U.S. combatant command, one of the four American global military headquarters, and the command's Washington, D.C., superiors, including Joint Chiefs of Staff Chairman Admiral William Crowe, Army Chief of Staff General Carl Vuono, Defense Secretary Richard Cheney, and President George H. W. Bush. Indeed, the able Woerner and his staff often found themselves walking a tightrope between a variety of ill-defined administration policies whose long-range goals were difficult to fathom and the exigencies of a steadily worsening local situation. The result is a rich mix of timeless experiences and insights especially attuned to the contingency fare so common in the post-Cold War era.

The author examines the productivity of the Department of Defense's biodefense research program over the course of more than 35 years, coupled with changes in the global research environment since the events of September 11, 2001. Where the deployment of a biologic agent of mass destruction is largely an unpredictable risk, the outcome certainly could be catastrophic for an unprotected population. An urgent moral imperative is cast upon the federal government, then, to objectively assess the application and management of its biodefense research resources.

U.S. Army Counterinsurgency and Contingency Operations Doctrine, 1942-1976, is the second installment in the two-volume study on the U.S. Army's experience in "small war" situations and the development of low-intensity conflict doctrine. As the U.S. government wrestles with tough questions on how to bring peace and stability to countries torn by internal strife, Andrew J. Birtle provides context for these concerns by describing how the United States attempted to suppress insurgencies and build nations during the Cold War. Employing a range of primary and secondary sources, Birtle explains how the Army in the 1950s and 1960s developed a dual strategy that combined military measures with political and socioeconomic reforms. On the military side, he states, doctrine advocated aggressive offensive operations, elaborate intelligence networks, and extensive security measures to drive the guerrillas away from inhabited areas and to secure the population from rebel influence and intimidation. On the civil side, Birtle continues, doctrine called for the implementation of measures to restore the norms of social and economic life; to establish efficient and popular government; and to redress, when possible, the causes of unrest. Birtle uses case studies of counterinsurgency wars in Greece, Korea, the Philippines, Latin America, and Vietnam to explore the strengths and weaknesses of the nation's approach to counterinsurgency. Although the United States' counterinsurgency record was mixed, Birtle shows that the precepts underpinning U.S. doctrine have remained surprisingly constant over the years. By furnishing an in-depth look at how the Army performed its counterinsurgency and nation-building responsibilities during a previous era of global instability, Birtle sheds some needed light on the work that must be done today and tomorrow.

The lightning campaign that toppled the Saddam Hussein regime in Iraq in the spring of 2003 at first seemed to herald the arrival of a new way of war, as Germany's blitzkrieg had done at the beginning of World War II. But the initial victory in Iraq soon devolved into a persistent counterinsurgency conflict reminiscent of the long U.S. effort to pacify the Philippines after the quick defeat of Spain in 1898. In Iraq, American soldiers and their Coalition partners had merely traded one fairly weak and generally conventional opponent for a much more durable, diverse, and determined foe relying on the tactics of the guerilla and the terrorist. This volume focuses on that second and longer campaign of the war in Iraq, but it is not a narrative of the overall course of the conflict. Instead, it provides a soldier's-eye view of the war in the form of detailed accounts of a handful of battles. Each one illustrates the everyday challenges that America's soldiers face in a difficult struggle against an inventive and often elusive enemy. Weapons, doctrine, and procedures developed to fight a conventional campaign against a similar opposing force had to be adapted to fit a different type of conflict. The U.S. Army's combat and support forces have shown both resourcefulness and resilience, while leaders and soldiers in the field have demonstrated the same courage as previous generations called upon to sacrifice in the name of freedom.

Until Russia and the United States experience a change on government in 2008, the prospects for additional strategic arms control agreements, limits on destabilizing military operations, and joint ballistic missile defense programs appear unlikely. Yet, near-term opportunities for collaboration in the areas of cooperative threat reduction, third-party proliferation, and bilateral military engagement do exist.

This document is a report of the progress of the NIOSH Nanotechnology Research Center (NTRC) since its inception in 2004 through 2006. Using only internally redirected resources, the NTRC has begun to make contributions to all the steps in the continuum from hazard identification to risk management.
