This handbook (which supersedes Commandant Instruction 16772.2D, Navigation Rules: International-Inland*) is a compendium, produced by the U.S. Coast Guard Navigation Standards Branch, U.S. Coast Guard Headquarters, Washington, DC, of the: International Regulations for Preventing Collisions at Sea, 1972 (72 COLREGS); Inland Navigation Rules (33 CFR 83); their respective technical annexes (33 CFR 84-90); COLREGS Demarcation Lines (33 CFR 80); Vessel Bridge-to-Bridge Radiotelephone Regulations, (33 CFR 26); Vessel Traffic Management Regulations (33 CFR 161); and, various other pertinent provisions of the U.S. Code and Code of Federal Regulations regarding compliance and penalties associated with the Navigation Rules.

1. PURPOSE. This Manual establishes policies and procedures for the training, qualification, and certification of Auxiliary members for patrol duty on Coast Guard Auxiliary vessel facilities. 2. ACTION. Area, district, and sector commanders, commanders of maintenance and logistics commands, commanding officers of integrated support commands, commanding officers of headquarters units, assistant commandants for directorates, Judge Advocate General and special staff elements at Headquarters shall ensure compliance with the provisions of this Notice. Internet release is authorized. 3. DIRECTIVES AFFECTED. a. Effective 01 January 2007, the Auxiliary Boat Crew Qualification Guide, Volume II: Coxswain, COMDTINST M16794.53 is cancelled. b. Where the provisions of this Manual differ from the Auxiliary Manual, COMDTINST M16790.1 (series), the provisions of this Manual shall apply. 4. DISCUSSION. This Manual is part of the complete revision of the Coast Guard's family of boat crew training and qualification publications. These publications are being revised to reflect the best and safest practices in the Coast Guard Auxiliary fleet. 5. RESPONSIBILITY. Commandant (CG-3PCX-2) is responsible for the content and upkeep of this Manual. Questions or concerns about the material contained in this Manual should be addressed to Commandant (CG-3PCX) at (202) 372-1271. 6. ENVIRONMENTAL ASPECT AND IMPACT CONSIDERATIONS. The Coast Guard's incident response roles and responsibilities continue to evolve, especially following events such as the Deepwater Horizon oil spill and Superstorm Sandy. The concept of preparedness has also broadened in scope through the establishment of reference (a) and the five National Frameworks. This Manual recognizes the evolution of these concepts through an explanation of Coast Guard roles and responsibilities in preparedness, planning, and response processes used by the Coast Guard. It also establishes requirements for Coast Guard plan maintenance. In addition, the appendices include updated lists of required plans by unit and an improved list of Coast Guard contingencies. The focus of this Manual is contingency planning; it does not include guidance that would lead to products such as the Commandant's Strategic Planning Direction (SPD) and an Area Operational Planning Direction (OPD).

1. PURPOSE. This Manual provides standardized guidance and procedures for ensuring the day-to-day readiness of Coast Guard boats and crews. 2. ACTION. Area and district commanders, commanders of maintenance and logistics commands, commanding officers of headquarters units, assistant commandants for directorates, Chief Counsel, and special staff offices at Headquarters shall ensure adherence to the content of this Manual. Internet release authorized. 3. DIRECTIVES AFFECTED. Coast Guard Boat Readiness and Standardization Program Manual, COMDTINST M16114.24A is canceled. 4. DISCUSSION. The Coast Guard's Readiness and Standardization Program serves four broad purposes: a. Promote readiness as a daily process. b. Support the unit Commanding Officer/Officer-in-Charge readiness and training program with specific information on individual boats and crewmembers.

1. PURPOSE. This Handbook provides the safest, most efficient methods, techniques, and informational guidance possible to navigate boats in maritime environments and situations. Major topics within this handbook are aids to navigation (ATON) and navigation. 2. DIRECTIVES AFFECTED. The Boat Crew Seamanship Manual, COMDTINST M16114.5C, is canceled. 3. DISCUSSION. The subjects and principles discussed herein include U.S. Aids to Navigation system and maritime navigation principles and application. 4. MAJOR CHANGES. First issue. 5. DISCLAIMER. This guidance is not a substitute for applicable legal requirements, nor is it itself a rule. It is intended to provide operational guidance for Coast Guard personnel and is not intended to nor does it impose legally-binding requirements on any party outside the Coast Guard. 6. IMPACT ASSESSMENT. No impact assessment warranted.
