American Opinion and the Russian Alliance, 1939-1945

A study of the effectiveness of non-governmental organizations (NGOs) in international and national arenas. The author analyses the work of three US-based NGOs, known collectively as the Neptune Group, and in particular, the group's efforts during the United Nations Conference on Law of the Sea.

In two essays, the authors demonstrate that a huge gap existed between the democratic, capitalist and global vision of the post-World War II peace that most Americans believed in and the dictatorial, xenophobic and regional approach that characterized Soviet policies.
