Nor is it so strange, as perhaps before consideration it may appear, that the property of labour should be able to over-balance the community of land: for it is labour indeed that puts the difference of value on every thing; and let any one consider what the difference is between an acre of land planted with tobacco or sugar, sown with wheat or barley, and an acre of the same land lying in common, without any husbandry upon it, and he will find, that the improvement of labour makes the far greater part of the value.

El autor invita en este texto a reflexionar sobre el porqué de los gobiernos civiles, y de como los autores políticos deberían comportarse ante el ciudadano. El ensayo comienza con una breve descripción del estado natural del hombre, de como se forja a sí mismo en una ambiente donde la ley prevaleciente es la de la fuerza primitiva, esa que carece de razón y se cobija bajo el instinto. Por ende, el primer capitulo nos narra en caso de que el hombre estando en un Estado civil puede comportase como un animal instintivo, y que es justificable la acción cuando sea para la supervivencia misma. Del estado de la guerra aborda como el hombre que no se rige bajo leyes que emanan de la colectividad terminan por provocar la guerra. Locke es uno de los grandes pensadores de la ciencia política clásica, pues sus aportes al entendimiento político de las sociedades y lo que éstas gestaban con el conceso social: gobiernos, da a la ciencia política contemporánea un entendimiento de la sociedad política actual. Locke explica en este ensayo, como es que el hombre entra en la civilización, y como en consecuencia crea formas de ser gobernado para la sobrevivencia de sí mismo. Locke es consiente de que el cuerpo político solo puede ser bien gobernado en la medida en que éste sea consiente de que es gobernado por decisión de él mismo, no por gracia de la casualidad.
