Pero cuando un pueblo ha agotado todos los medios humanos de persuasión para recabar de un opresor injusto el remedio de sus males; si apela en último extremo a la fuerza con el fin de repeler la agresión permanente, que constituye la tiranía, ese pueblo hace uso del legítimo derecho de defensa, y se encuentra justificado ante su conciencia y ante el tribunal de las naciones.Este es el caso de Cuba en sus guerras contra España. Ninguna Metrópoli ha sido más dura, ha vejado con más tenacidad, ha explotado con menos previsión y más codicia. Ninguna colonia ha sido más prudente, más sufrida, más avisada, más perseverante en su propósito de pedir su derecho apelando a las lecciones de la experiencia y de la sabiduría política. Solamente la desesperación ha puesto a Cuba las armas en la mano, y cuando las ha empuñado ha sido para desplegar tanto heroísmo en la hora del peligro, como buen juicio había demostrado en la hora del consejo.Si la historia de Cuba en este siglo es una larga serie de rebeliones, a todas ha precedido un período de lucha pacífica por el derecho, que ha sido siempre estéril, merced a la obstinada ceguedad de España.Desde los albores del siglo hubo patriotas en Cuba, como el presbítero Caballero y don Francisco Arango, que expusieron al gobierno metropolítico los males de la Colonia, y señalaron su remedio, abogando por las franquicias comerciales, que demanda su organización económica, y la intervención de los naturales en su gobierno, fundada no solo en el derecho, sino en la conveniencia política, por la enorme distancia del poder central y los graves embarazos en que se encontraba. Las necesidades de la guerra con las colonias del continente, cansadas de sufrir la tiranía española, obligaron al gobierno de la Metrópoli a conceder un principio de libertad comercial a la Isla; ensayo pasajero que derramó la prosperidad en su territorio, pero que no bastó a abrir los ojos de los estadistas españoles. En cambio, el recelo y la suspicacia contra los americanos, que se habían despertado en sus corazones, los indujeron a mermar primero y suprimir en breve las escasas facultades de administración que residían en algunas corporaciones locales de Cuba, como la Junta de Fomento.
