Comme la question est remise à l'ordre du jour par la réunion de la conférence monétaire à Paris, nous croyons utile de grouper et d'analyser les données les plus récentes qu'on rencontre à ce sujet dans des publications importantes qui jettent un jour nouveau sur la matière. Voyons d'abord la quantité de métaux précieux qui se produit actuellement...

Par un singulier contraste, tandis que les gouvernemens s'efforcent de toutes parts de rendre leur établissement militaire plus redoutable en perfectionnant l'armement et en augmentant le nombre de leurs soldats, les peuples travaillent à resserrer leurs relations, à les faciliter, à les multiplier par la construction de chemins de fer et de lignes électriques, par la réduction des droits qui s'opposent aux échanges et par l'adoption des mêmes lois commerciales. Dans les affaires contemporaines, on observe ainsi deux courans allant en sens contraires, l'un vers l'hostilité et la lutte, l'autre vers l'harmonie et la paix. Parmi les faits pacifiques qui ont pour résultat de favoriser les relations internationales, on peut signaler le mouvement qui se produit de tant de côtés divers pour arriver à un système commun de poids, de mesures et de monnaies. L'union monétaire entre tous les peuples, si on parvenait à l'établir, constituerait un des plus heureux progrès de notre époque. On n'en est pas aussi éloigné qu'on aurait pu le croire naguère, et ce qui n'était considéré, il y a peu d'années, que comme une chimérique utopie pourrait avant peu se transformer en réalité. La convention monétaire conclue récemment entre la France, l'Italie, la Suisse et la Belgique a fixé l'attention des autres nations. Les États-Unis, l'Angleterre surtout, ont été frappés des avantages qui en résulteront pour les pays qui désormais auront le même instrument de circulation, le même intermédiaire des échanges. Des économistes pratiques, des hommes spéciaux se sont mis à chercher par quels moyens l'on pourrait former une confédération monétaire universelle. Ce sont ces vues que nous voudrions faire connaître, afin de montrer comment il serait possible de les réaliser.
