The purpose of this practical guide to California state government is to provide readers with all the essential information in one place, in an easy-to-use format. The approach that I have taken is to cover the subject matters under each of the three branches of state government, in a question-and-answer format - using frequently asked questions and their respective answers. In this way, readers can hopefully find the question they have with the accompanying answer. The second part of this book is a glossary of terms and phrases. It is the most comprehensive glossary available and covers common terminology primarily from the legislative branch of state government, but also the executive and judicial branches as well. In this first edition, there are over 500 defined terms and phrases. As with my other textbooks and casebooks, I welcome feedback and suggestions to include in future updates on this book.

The court decisions used in this casebook were chosen because they help explain the relevant law and provide analysis of the legal issues the court faced. After each decision, as well as with several sections of the explanatory materials, there are notes and questions provided to stimulate further thought and discussion of key legal issues raised.

The purpose of this book is to assist persons who have had little or no drafting experience as well as to provide a reference and explanatory material to more sophisticated legislative drafters. The purpose of a legislative drafting manual is to promote uniformity in drafting style and to make statutes clear, simple, and easy to understand.
