    The central purpose of this investigation was to locate any evidence that could indicate whether James Webb acted as a leader of or proponent for firing LGBTQ+ employees from the federal workforce. For this purpose, the acting NASA Chief Historian examined thousands of documents at the Truman Presidential Library, as well as archival collections at NASA Headquarters, NASAÔø¿s Marshall Space Flight Center, and the National Archives and Records Administration. Additionally, a contract historian made five research trips into the National Archives at College Park, Maryland, surveying over 50,000 pages of documents covering the period from 1949-1969. The report summarizes findings from these primary source documents related to James WebbÔø¿s time as Under Secretary of State and NASA Administrator, as well as: secondary literature; conversations with historians and archivists who had previously studied these topics; and attempts to locate memoranda, reports, correspondence with key participants, notes, meeting minutes, or other documentation related to actions taken by Webb. This report provides detailed context on a period in American history referred to as the Ôø¿Lavender ScareÔø¿Ôø¿a time characterized by the exclusion and expulsion of homosexual employees from the federal workforce starting in early 1947.
