This book examines administrative changes and reforms carried out in the developing nations: it looks at the role of the state, various administrative reforms carried out at the behest of the West but never fully materialized, and events leading to policy failures and administrative mishaps. It is a story of failed developmental goals told through the looking glass of administration and it is about directing, managing, and controlling the means used in and by Third World countries to achieve development. In addition to a history of development administration, this volume includes an analysis of bureaucratic corruption and accountability, the issue of capability building in science and technology transfer, the new challenge of the 1990s - how to achieve environmentally sustainable development in the face of resource constraints and ever-growing public demands and expectations, and a strategy for sustainable development administration as the Third World prepares for the 21st century.

Building upon a wide range of literatures this book argues that international regulatory institutions become stronger when oligopolistic institutional arrangements decay and competitive pressures intensify. This is shown to be the case for global finance by careful studies of two inter-state institutions, the Basle Committee on Banking Supervision and the International Organization of Securities Commissions, and of the international banking and securities industries which they seek to regulate.

The internationalization of the German political economy in the postwar era has produced a special socio-economic and political formation which this anthology views as a 'hegemonic project'. Based upon a virtually total West German integration into the 'West', this project has evolved within a new international division of labour and a global political system in which the German state, with its extreme level of export dependency and need for stability, has become a guardian and champion of the global status quo.

Hans Abrahamsson assesses the current world order and structural change, within an historical framework. He analyzes the interaction of Pax American and the Bretton Woods system in the postwar period, and its impact, specifically on the development of Southern Africa. The author also proposed an analytical model and a methodological framework for the study of the international political economy and its global and local implications. Finally, he addresses the circumstances behind the current opportunity for global change, and the social forces and political action required in order to seize it.

While contemporary academia has successfully exposed the negative effects of power - wars, expansionism, ideological impositions, exportation of domestic economic constraints - less attention is paid to the legitimacy of power exercised exclusionarily to reward only allies, even if not aggressively aimed to harm others. This book explores the exclusionary dimensions of the postwar liberal economic system created under US hegemonic leadership, limitations which deny the US-led postwar economic liberalism legitimacy as a public good and undermined its efficacy.
